Sustainable Engineering Solutions, LLC (SES) and Trueflow Testing and Balancing were retained by the Town of Marlborough to provide professional engineering and test and balancing (TAB) services to meet the indoor air quality (IAQ) verification requirements of Connecticut Public Act No. 23-167 (CGS Section 10-220(d)) at Marlborough Elementary School. The 105,870 SF facility, originally constructed in 1949 and fully renovated in 2002, serves students in Kindergarten through 6th grade.
SES and Trueflow conducted a systematic assessment of all HVAC systems providing ventilation air to the building, including eight rooftop units (one multizone VAV and seven constant-volume units), four air handling units, classroom unit ventilators, and thirty-three exhaust fans. The building automation system, an Allerton Compass 2 original to the 2002 renovation, was also evaluated and it was determined that many of its controllers, devices, and software were no longer manufacturer-supported.
The evaluation confirmed that while the facility can achieve code-required ventilation rates with targeted corrective actions, virtually all major HVAC systems were installed during the 2002 renovation and are at or beyond their expected useful service life. This condition was identified as the primary finding and was highlighted as a central consideration for the Town’s future capital planning.
The final report provided the Town with a prioritized, cost-conscious set of near-term corrective measures designed to stabilize IAQ and maintain compliance with ASHRAE 62.1 while deferring major capital investment. As an interim bridge strategy, portable filtration units were recommended for affected classrooms.
